FRANKFORT, Ky. — The highest-ranking Republican in the state House is again pushing to let voters decide whether lawmakers should be allowed to call themselves back into session.
A day before the deadline to file new legislation in the 2026 General Assembly, House Speaker David Osborne (R-Prospect) put forward House Bill 8. If passed in Frankfort and later approved by voters, the bill would let the heads of the House and Senate choose to reconvene the legislature during the year for up to 12 days. It would also eliminate the session's required end dates — March 30 in odd-numbered years and April 15 in even-numbered years — and allow lawmakers to meet later into the year if three-fifths of all chamber members approved. Only four constitutional amendments can be on the ballot in Kentucky in even-numbered years, and it remains to be seen whether the legislation advances this year. Several other constitutional amendments have been proposed, including legislation that would put limits on a governor's pardon powers and a proposal from Senate President Robert Stivers, R-Manchester, to let summaries of potential constitutional amendments appear on the ballot instead of the amendment's full text.
